Navigating the commercial energy market can be complex. Whether you are managing electricity or natural gas procurement for a single facility or across multiple locations, securing competitive pricing requires access to historical usage data, utility rate structures, and account details. For energy brokers, consultants, and commercial utility customers alike, the Letter of Authorization (LOA) is the foundational key that unlocks this process.
Defining the Letter of Authorization (LOA)
A Letter of Authorization is a legally binding document signed by a commercial utility customer that grants permission to an energy broker, advisor, or supplier to act on their behalf.
It is important to understand that an LOA is not a contract to buy energy. Signing an LOA does not authorize anyone to switch your utility provider, alter your service, or enter you into a supply agreement. Instead, it grants permission to access information and request custom pricing quotes from retail energy suppliers.
What Does an LOA Allow an Energy Broker to Do?
By executing an LOA, the customer authorizes their broker or representative to perform specific, preliminary tasks necessary for energy procurement:
- Request Historical Energy Usage Data: The broker can contact the local electric or gas utility to obtain past billing statements, peak load capacity tags, interval meter data, and annual usage patterns.
- Solicit Custom Pricing: With access to real consumption data, retail energy suppliers can build tailored fixed, index, or hybrid price quotes specific to the customer’s risk profile.
- Analyze Rate Structures: Consultants use utility billing details to identify peak demand times, evaluate current rate classes, and uncover potential savings or billing discrepancies.
Key Components of a Standard LOA
To be recognized and accepted by local utilities and retail suppliers, an LOA must include specific key information:
- Customer Information: The legal business name, service address, and primary contact details.
- Account Identifiers: Account numbers, meter numbers, or unique utility identifiers (such as Service Point IDs or ESI IDs).
- Scope of Authority: Explicit language stating that the representative is authorized to request utility records and pricing on behalf of the customer.
- Duration/Expiration: Most LOAs remain valid for a specified timeframe (typically 12 to 24 months) or until revoked in writing.
- Authorized Signature: The signature, printed name, title, and date of an authorized company signatory.
Why Is an LOA Crucial for Business Energy Procurement?
Without an LOA, local distribution utilities cannot release account data due to strict privacy and regulatory compliance laws.
When energy brokers attempt to price an account without historical usage data, suppliers are forced to rely on rough estimates. This uncertainty leads suppliers to add risk premiums to their bids, resulting in higher price quotes for the customer.
By executing a valid LOA, commercial buyers empower their broker to collect precise data, foster competitive bidding among top suppliers, and secure the best available market rates.
